Regulation for Mobility Scooters

The current regulation for mobility scooters like the one in the photo (4-wheel electric scooters for people with reduced mobility) in Spain is as follows:

  1. These scooters are considered assistive devices for people with reduced mobility and not motor vehicles, according to the General Vehicle Regulation and Order PJC/780/2025, also aligned with Royal Decree 2822/1998 and European Directive 2020/1057.
  2. They can circulate in pedestrian areas, sidewalks, and public spaces, always giving priority to pedestrians and with a maximum speed generally set between 6 and 10 km/h, depending on municipal regulations. They are not allowed on general roads, highways, or motorways.
  3. Each autonomous community or municipality may impose additional requirements, such as medical certificates, specific registrations, or zone restrictions.

Summary: Four-wheel scooters for people with reduced mobility, like the one shown, are considered pedestrians and must comply with pedestrian traffic rules and technical specifications. It is essential to check local regulations for specific homologation and circulation requirements.

Users must also comply with the specific rules or guidelines established by each residential complex or facility, as these often have their own regulations and designated zones for vehicle use or charging.
